They make a clone of the serial killer from some crime-scene DNA, to assist him in taking the real one down. The detective must train the clone and also beware of it, as the clone still has his killer instincts. Together they set out to hunt down Edward Garrotte.
In this film, we see Jean-Claude Van Damme playing a double roles as both the serial killer Garrotte and the Replicant. Michael Rooker takes on the role of Det. Jake Riley, with Ian Robison, Catherine Dent and Paul McGillion in supportin roles.
