Who is the old man in Luffy’s village?

The old man in Luffy’s hometown, Foosha Village, is Woop Slap. He is also the mayor. He has been the mayor of Foosha Village for over a decade already.

He is well familiar with the Monkey family. He knows Monkey D. Garp and his son, Dragon. At some time surrounding Roger’s execution, he was already acquainted with Garp. Plus, he also thinks that the three generations of Garp’s family are crazy. Woop Slap also talks about Luffy often with Makino, the owner of Partys Bar. He has known her since she was a child.

Even though he always seems to criticize Luffy and his actions as a pirate throughout the story, he clearly still very much cares about him. When Higuma from the Higuma Bandits took on Luffy, Woop Slap showed up and even begged for him to release Luffy, offering money in exchange. When Garp returned to Foosha Village after the Summit War of Marineford, Woop Slap mentioned that he was worried about Luffy. While the newspapers said Luffy was missing, Garp told him that Luffy escaped Marineford through a submarine.

What does Woop Slap know about Luffy?

Unsurprisingly, Woop Slap actually knows about Luffy’s origins and his birth. He was also the only one who knew (along with Makino) that Garp left his grandsons with Dadan.

Fans only know a few bits and pieces of information about Luffy’s family. As the story progresses, it’s likely that we may learn more information about Luffy, Garp, or Dragon through the mayor.
